Box 2009 <br />Stockton, Ca. 95206 <br />Attention: Mr. Mike Escotto <br />Subject: Discharge of Hydrogen Chloride fumes on October 1, 1990. <br />JM Manufacturing Company, Inc. Stockton, Ca. 95206 <br />We operate a mixing system under Permit 79-472 a b c d. On October 1, 1990, <br />at approximately 3:15 PM, a charge of 300 lbs of PVC Resin began to decompose <br />and evolve Hydrogen Chloride fumes. About 100 lbs. of Hydrogen Chloride fumes <br />were evolved over a period of 2-3 hours and dispersed via external doors to <br />outside the Plant structure. <br />The County O.E.S. and State Warning Center (Report# 13254) were advised of <br />the discharge at 11:15 AM on October 2, 1990. At approximately 3:00 PM I <br />gave a verbal report to Mike Escotto of the A.P.C.A. and advised the mixing <br />system was ready to return to service. The Mixer was returned to service at <br />approximately 5:00 PM on October 2, 1990. <br />The cause of the discharge was Operator error. The Operator departed the mixer <br />area while the mixer was operating in manual mode and mixer drive energized. <br />Control parameters have been programmed for positive shutdown of the mixing <br />system as a second step following the visual and audio high temperature alarm. <br />Sincerely, <br />S� <br />William S.
