i0 <br />r <br />J <br />surface water, rip -rap to prevent erosion, or any other require- <br />ments of the California Regional Water Quality Control Board to <br />prevent ponding, erosion or downstream sedimentation shall be <br />implemented immediately after application of the final cover. <br />(c) Extremely hazardous wastes, flammable wastes, and strong oxidiz- <br />ers shall not be applied directly to the working face of the <br />landfill. Such wastes shall be deposited behind the working face <br />in trenches or wells. <br />S. Management of powdered wastes. <br />To prevent hazardous waste from being blown by the wind, hazardous <br />waste in the form of powder, dust or a fine solid shall be handled, <br />treated, stored and disposed of in covered containers or, if the <br />waste is not water reactive, shall be wetted as a slurry. <br />6. Management of asbestos wastes. <br />Asbestos -containing wastes shall be disposed of in accordance with <br />the following instructions: <br />(a) Wastes received in sealed, nonreturnable containers shall be <br />handled, disposed of, and covered without opening, breaking, or <br />rupturing the containers. <br />(b) Wetted wastes received in bulk shall not be allowed to dry to <br />such a state that airborne asbestos fibers would result. <br />(c) Dry wastes received in bulk shall be thoroughly wetted to prevent <br />the blowing of asbestos fibers. <br />(d) All asbestos -containing wastes shall be covered with at least six <br />inches of compacted soil or nonhazardous solid waste within 24 <br />hours after receipt. <br />7. Wastes prohibited. <br />Hazardous wastes described below shall not be handled at the facility: <br />(a) Flammable wastes and water -reactive wastes as defined in Sections <br />66072 and 66236, respectively, Title 22 of the California Admin- <br />istrative Code. <br />(b) Wastes such as organic solvents or sludges containing volatile, <br />toxic substances in excess of 10 percent by weight. <br />
