Secondary <br /> containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface <br /> runoff. The above liquid was removed by the technician at the time of inspection and placed into the onsite hazardous <br /> waste container. According to the onsite maintenance records, 30-gallons of liquid was removed from the 87-octane fill <br /> sump on 12-20-2014, 10-gallons of liquid were removed from the 87-octane STP sump on 4-7-2015, and another <br /> 40-50-gallons of liquid were removed from the 87-octane STP on 4-25-2015. Also, the above (April 2015) maintenance <br /> records indicated a possible underground water leak in the vicinity of the UST sumps. Water was also noted in the <br /> 91-octane and diesel STP sumps during the 4-21-2015 EHD inspection. Immediately contact a properly licensed, <br /> trained, and certified contractor to address the water intrusion into the fuel sump under permit and inspection of the <br /> EHD. <br /> This is a repeat violation, Class ll. <br /> 325 CCR 2635(b) Spill container failed to contain a minimum capacity of five gallons. <br /> The 87-octane spill container failed when tested. All spill containers shall have a minimum capacity of five gallons and <br /> be capable of containing a spill or overfill until it is detected or cleaned up. The technician onsite replace the drain <br /> valve/fill adapter gasket and the spill container"o" ring gasket, and retested this spill container with passing results. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Onsite to conduct a routine UST inspection and observe monitoring system certification conducted today. A <br /> checklist of findings was left onsite at the time of inspection a complete report was mailed to the facility on <br /> 8-21-2015. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwor <br /> 30 days from receipt of the complete report. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
