Box 388 • Stockton, C88 .Fo... <br /> e- I <br /> 209/468-3420 Vf <br /> MAILED u E G 13 1995 <br /> THOMAS O'NEILL/ANDREW HYDUKE <br /> P O BOX 923 <br /> STOCKTON CA 95201 <br /> RE : Valley Motors SITE CODE: 1166 <br /> 800 East Main Street <br /> Stockton, CA 95202 <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS-EHD) has reviewed the "Preliminary Investigation <br /> and Evaluation Report" (PIER) dated October 30 , 1995 as submitted <br /> by Upgradient Environmental Consultants and has the following <br /> comments . <br /> Both groundwater sampling events from the newly installed <br /> monitoring well "VM-1" on September 11, 1995 and October 12, 1995 <br /> confirm that petroleum as gasoline and diesel has impacted the <br /> groundwater beneath the site . As a result, PHS-EHD has filed a <br /> public notification as required under Proposition 65 that this <br /> site has had a discharge of Hazardous Waste that has impacted <br /> ground water. <br /> In addition, PHS-EHD has modified the local and State Water <br /> Resource Control Board database to reflect the change in this <br /> sites status as a contaminated ground water site . <br /> Under current Corrective Action Regulations, you will be required <br /> to determine the nature and the lateral and vertical extent of <br /> the contamination from the unauthorized release of the <br /> underground tanks (UGTs) previously removed from this location. <br /> A workplan that will propose additional monitoring wells for <br /> groundwater gradient information during the next phase of <br /> investigation should be submitted to PHS-EHD. <br /> PHS-EHD agrees with the recommendation included within the PIER <br /> that the stockpiled soils currently onsite should be <br /> characterized and properly disposed of . In order to reduce some <br /> expenses, PHS-EHD will approve a written request to monitor and <br /> sample VM-1 on a semi-annual basis . <br /> In addition, PHS-EHD recommends that steps be taken now to <br /> identify domestic and private wells located with 2000 feet of the <br /> site . This "well survey" should include the well' s location, the <br /> owner, and as much of the well' s construction as possible to <br /> obtain (ie, total depth, length of screened interval, size, etc) . <br /> A Division of San Joaquin County Health Care Services <br />
