Main St RO#: 594 <br /> Stockton CA 95202 CUF#: 12540 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Feasibility <br /> Study (Study) dated January 11, 2008, submitted by Upgradient Environmental Consultants <br /> (UEC) on January 28, 2008, for the above referenced site and has the following comments. <br /> On December 20, 2007, the EHD approved UECs requested extension for the submittal date of <br /> the Study with the condition that the document be submitted to the State Geotracker database <br /> by January 28, 2008. As of the date of this correspondence, the Study has not been submitted <br /> to Geotracker. <br /> The EHD received an electronic mail from UEC and the Study was attached in PDF format. <br /> This method of submittal does not meet the condition provided for the approval of the extended <br /> submittal date. You are not in compliance with EHD directives and you could become ineligible <br /> to receive reimbursement for corrective action costs from the State Water Resources Control <br /> Board Cleanup Fund. <br /> In the interest of ensuring that the site remedial action review proceed in a timely manner, the <br /> EHD has reviewed the Study and concurs that ground water extraction (GWE) treatment and <br /> discharge to the City of Stockton waste water system may be the most feasible and cost <br /> effective method. The EHD concurs with the recommendation in the Study that a work plan to <br /> conduct a GWE pilot test should be submitted. The work plan for installing the GWE test <br /> well is to be submitted to Geotracker so that the EHD may review the plan by March 31, <br /> 2008. <br /> The other remedial alternative evaluated in the Study was for in-well air stripping utilizing the <br /> ART well technology. The EHD has evaluated the ART process for other sites and has <br /> determined that the well construction details did not meet San Joaquin County Well Standards. <br /> Substantial modifications were needed before the EHD could approve the well for installation. <br /> In addition, the EHD requested that information be submitted to show that this method was <br /> successfully used to remediate contamination at a site with similar subsurface conditions and <br /> contaminants.
