BROWN JR.
G I1L1►OIIMI•
MATTHEW F OORIOUE2
SECRETWater Boards ENVIRONMENTAL
FOR
ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
TO: Brian Newman
Supervising WRCE
Petroleum Tanks Unit
FROM: Jim Barton
Engineering Geologist
SACRAMENTO OFFICE, STORAGE TANKS
DATE: 25 November 2014
SUBJECT: RECOMMENDATION FOR A FINDING OF NO FURTHER ACTION REQUIRED,
UNDERGROUND STORAGE TANK CASE #390546, VALLEY MOTORS,
800 EAST MAIN STREET, STOCKTON, SAN JOAQUIN COUNTY
California Regional Water Quality Control Board, Central Valley Region (Central Valley Water
Board) staff reviewed the Fourth Quarter 2013 Report prepared by Upgradient Environmental
Consultants (UEC) and the case file for Valley Motors, located at 600 East Main Street,
Stockton, San Joaquin County (Site). This memo serves only as a brief summary of significant
activities conducted at the site in regard to LUSTIS case#390546 and to document our
rationale for granting a No Further Action Required status. This memo does not constitute a
complete summary of all site activities. For a complete case history the files regarding this case
located at our office, as well as the San Joaquin County Environmental Health Department
should be reviewed. All record owners of fee title and occupants located within 500 feet of the
site and the local water purveyor will be notified of the potential closure as a low risk site and
provided with 60 days to respond.
A case summary follows:
1) In January 2012 the San Joaquin County Environmental Health Department (SJCEHD)
referred this USTs case to the Central Valley Water Board due to the Responsible Parties
failure to comply with its directives to conduct necessary groundwater monitoring, and
submit a report of pilot study results.
2) The Site is located on the southeast corner of the intersection of Main Street and Grant
Street in Stockton (Figure 1). Previously a taxi company had occupied the Site, which is
currently a wholesale used car lot with a large garage. The property is zoned commercial,
and the current property owner has not indicated any plans for land use changes in the
future.
KARL E. LONGLEY SCD, P.E., CHAIR I PAMELA C.
