In the Report, UEC recommended <br /> consideration for closure of the underground storage tanks (USTs) case under the State Water <br /> Resources Control Board Low Threat Closure Policy after one additional year of groundwater monitoring. <br /> I concur this case may be a good candidate for closure as a low risk case; however, the data is adequate <br /> to move this case towards closure at this time. <br /> Valley Motors is located at 800 East Main Street in Stockton (Site). In October 1990, two 5,000-gallon <br /> gasoline USTs were removed. <br /> As part of the investigation into the extent of pollution caused by the release of fuels from the USTs, a <br /> total of 10 monitoring and one remediation wells were installed and 6 additional soil borings were <br /> advanced from 1994 to 2011. The groundwater plume extends approximately 80 feet to the east and <br /> remains onsite. Groundwater monitoring has been ongoing since 1996. <br /> While select hydrocarbon constituents remain in soil and groundwater beneath the Site, the site appears <br /> to meet the State Water Resources Control Board's Low Threat Closure Policy. However, prior to a <br /> finding of no further action required, a 60-day public comment period must pass. Therefore, please <br /> submit the following: <br /> 1. By 28 February 2013, submit a draft Fact Sheet, draft Fact Sheet Figure, and proposed <br /> distribution list. The distribution list must include the following: municipal and county water <br /> districts, water replenishment districts, special act districts with groundwater management <br /> authority, agencies with authority to issue building permits for land affected by the petroleum <br /> release, owners and occupants of the property impacted by the petroleum release, and the <br /> owners and occupants of all parcels adjacent to the impacted property and this office. <br /> The draft Fact Sheet must notify interested parties of the request for case closure and the current <br /> site conditions. A statement of the time to reach background concentrations should also be <br /> included in the Fact Sheet. An example draft Fact Sheet is attached and an electronic copy was <br /> emailed to EUC on 3 February 2014. The Fact Sheet Figure should be included with the draft <br /> Fact Sheet, and must show the subject site, the estimated extent of the groundwater plume <br /> KARL E.
