The
revised Report provides the requested detailed cost analyses for the following remediation
technologies, and the rationale and figures to support the recommended technology.
• In-Well Air Striping (IWAS): Utilizes a small air striper that removes volatile compounds
inside of a special treatment well. Vapor is removed and treated by Granulated Activated
Carbon (GAC) or thermal oxidation (TO). Water entrained in vapor is returned to the aquifer
without leaving the well. The Report cost for installation and six months operation is
estimated as $62,960; however, due to the sole source of the equipment, the cost for repairs
could not be estimated. IWAS was not recommended, since there was a potential to exceed
the costs of the remaining three technologies below if additional wells were installed to
increase the radius of influence, and if the equipment malfunctions, since the
manufacturer/vendor must do repairs.
• Oxygen Releasing Compound (ORC®): In-situ injection (one event) by twenty nine (29) direct
push borings spaced 7' apart of a 40% ORC® and a 60% water mixture (slurry). Slurry target
depths are 35' to 55' below ground surface (bgs). The Report stated the cost estimates as
$108,000 for ORC®; however, the remediation fieldwork could impact access for the
business for up to two weeks. ORC®was not-recommended due to the high initial-cost and
longer monitoring period requirement due to the slower-acting remediation process.
• Potassium Permanganate (Mn04): In-situ injection (one event) of 3,000 gallons of a 2% to
3% Mn04 aqueous solution by six (6) injection wells spaced 15' to 25' apart. Solution target
depths are 35' to 55' below ground surface (bgs). The Report stated costs varied,
depending on whether injection by borings, $27,750, or injection wells, $40,250. MN04 was
favored over IWAS and ORC®; however, Mn04 injections were not recommended due to the
short working life of Mn04, and the tight clay soils which might affect the radius of influence,
requiring additional injections or wells with the subsequent increase in estimated cost.
KARL E.
