San Joaquin Valley <br /> Air Pollution Control District <br /> March 24, 1999 <br /> Kai Luoma pR 2, 91989 <br /> San Joaquin County <br /> Community Development Department �onlM6N <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: MINOR SUBDIVISION TO CREATE A 5.6 ACRE LOT WITH A 60.01 <br /> ACRE REMAINDER (MS-99-03) <br /> Dear Mr. Luoma: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the above <br /> referenced project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, The construction phase of this <br /> project can generate emissions from the movement of soil, use of heavy equipment, <br /> bulk materials handling, asphalt paving and other related activities. As a result, this <br /> project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation VIII. The Synopsis is not meant to be all- <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> In addition, there will be cumulative impacts associated with the operation of this facility. <br /> As a result, District suggests that the project applicant take all feasible measures to <br /> reduce the amount of ozone precursors (reactive organic gases - ROG - and oxides of <br /> nitrogen - NOX ) that will result from the construction of this project or its continued <br /> operation. <br /> ❖ Planting of deciduous trees on the south and westerly facing sides of buildings. <br /> David L.
