March 18, 1999 <br /> NOA ENVIRONMENTAL PROJECT NUMBER E99047 <br /> II. SITE DESCRIPTION <br /> A visual reconnaissance of the subject property was conducted by Crystal Stech and Robert <br /> Nicholson of NOA Environmental on March 5, 1999. Due to the size of the subject property and <br /> limited access to the property, we could not walk the entire property. We were allowed to inspect <br /> the property from its perimeter. <br /> A map with the location of the subject property is attached to this report as Appendix A. <br /> Photographs of the subject property are attached to this report as Appendix B. <br /> The subject property is approximately 870 acres in size and has been assigned Assessor's Parcel <br /> Numbers 003-10-18, 19, 20 and 21. The subject property has been assigned the address of 2250 <br /> West Forest Lake Road,Acampo, San Joaquin County, California. The subject property is irregular <br /> in shape and is partially bordered on the north by West Forest Lake Road and on the south by the <br /> Mokelumne River. The subject property is currently used as cattle grazing land and for vineyards. <br /> Two large lake beds identified as Tracy Lake are located on the subject property. There are also <br /> several acres of riparian forest along the southwestern portion of the property. <br /> A mobile home that is used by the security guard is located near the entrance to the property along <br /> Forest Lake Road. A domestic water well is located near the mobile home. The mobile home also <br /> uses a septic system. Electrical power lines were hooked up to the mobile home. The owner of the <br /> subject property, Mr. David Fisher, confirmed that the mobile home uses electric heat. Behind the <br /> mobile home was observed a debris pile which included vinyl piping used in the vineyards,wooden <br /> pallets, concrete rubble, and miscellaneous debris from ranching operations. A few trash barrels <br /> were observed in the vicinity of the mobile home. No hazardous materials,no underground storage <br /> tanks or above ground storage tanks were observed in the vicinity of the mobile home. <br /> An irrigation well and above ground water storage unit were observed in the vicinity of the mobile <br /> home. Two pole-top transformers were observed near the irrigation well. The transformer casings <br /> displayed no evidence of leakage, and the ground surface below the transformers displayed no <br /> evidence of discoloration. <br /> No industrial processes, commercial products, industrial drums containing hazardous materials, <br /> wastewater streams,pits,hazardous materials,above-ground storage tanks, evidence of underground <br /> storage tanks, stressed or dead vegetation were observed on the subject property at the time of the <br /> site reconnaissance. <br /> Adjoining land to the north is West Forest Lake Road, across which is grazing land and vineyards. <br /> Located on the adjoining property to the north was an approximate 1000 gallon above ground storage <br /> tank which was labeled "Diesel No. 2". That above ground storage tank had been placed in <br /> secondary containment which included a concrete slab beneath the tank and a concrete block wall <br /> 4 <br />
