EXHIBIT A
RETROFIT LOCATIONS
INVENTORY RECONCILIATION - Performed daily by facility operators.
Variations in excess of 100 gallons daily, 5% of thruput but no
greater than 350 gallons weekly and 0 .5% of thruput but no less
than 100 gallons monthly will be reported. To improve inventory
reconciliation accuracy, Texaco is installing automatic continuous
tank gauging instrumentation for each tank (Veeder-Root TLS-250/
literature attached) . Results of inventory reconciliation will
be reported to administering agency quarterly.
TANK TESTING - Tank testing will be performed quarterly by automatic
tank gauging system' s leak detect mode which detects leaks to an
accuracy of 0 .20 gallons per hour (at 24-hour locations , tanks
will be taken out of service for 6 hours per quarter to run this
test) . Results of tank tests will be reported to administering
GT- agency quarterly.
LINE PRESSURE MONITORING SYSTEM - In addition to Red Jacket leak
detectors , pressurized product lines will be continuously moni-
tored by electronic line pressure monitor (K & E Associates
PMS-800/literature attached) which will disable submersible pumps
upon pressure drop in line corresponding to a leak of 0 .05 gallons
per hour.
SPILL CONTAINMENT BOX - Spill containment boxes will be installed
on all fill lines regardless of groundwater depth.
WASTE OIL TANKS - All waste oil tanks will either be removed or
replaced with double wall tanks. Sensors (K & E) will be in-
stalled in the annular space of each replacement tank to contin-
uously monitor for leakage.
We feel that this proposed method of compliance fully meets the
intent of new regulations established to protect our environment.
A significant advantage of this system is that we will be able to
detect leakage almost immediately, whereas other methods of leak
detection such as relying on precision testing or groundwater
wells can allow substantial undetected leakage.
BCN:dc
R211/54X/1
