We discussed the necessity of lining the treatment area with visqueen and
confirmation sampling requirements. I indicated that a reduction in the number of samples
required was approved considering the volume of soil and-the'sitespecifzc depth to groundwater.
The treatment of stockpiled soils without a liner was approved given the weather conditions
(summer) and the rapidity of treatment. I requested additional information with regard to the
proposed locations of the confirmation samples and the soil lifts which would be used.
On May 24, 1993, I received notification from the San Joaquin Valley Unified Air Pollution
Control District, dated May 19, 1993, that written permission for soil aeration from their agency
was not necessary (enclosed).
On May 28, 1993, a site visit was made at which time Mark Haynes, HKM, indicated the area
where the stockpiled soil would be treated and that a more detailed site map would be submitted.
On June 1, 1993, 1 received a more detailed site map (enclosed).
On June 11, 1993, I received notification that stockpile movement was scheduled (enclosed).
On April 18, 1994, confirmation soil samples were collected (site map enclosed).
On May 12, 1994, the last "lift" of soil was sampled to confirm that treatment was complete
(enclosed).
Should you require further information, regarding the treatment of contaminated soils originating
from 1320 West Weber Ave, please do not hesitate to call me at (209) 46&0337.
A Division of San Joaquin County Health Care Services
