at'
ESTATE OF CALIFORNIA i+ GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD=
CENTRAL VALLEY REGION
3443 ROUTIER ROAD
SACRAMENTO,CA 95827-3098
Ms. Diane Hinson .17 May 1989
San Joaquin Local Health-.Distri-ct "
P. 0. Box 2009
Stockton, CA 95201
GROUND WATER INVESTIGATION WORK PLAN FOR UNION ICE- COMPANY, 1320 WEST.WEBER
t AVENUE, STOCKTON, SAN JOAQUIN COUNTY
We have reviewed the 13 March 1989 work plan for the Union Ice Company
facility. In their haste to get the site investigated and remedial action
started they neglected to include preliminary information in the work plan. 1
They should be directed to read page A-8 in Appendix A- of the Tri-Regional
Recommendations and supply the information as outlined'; such as, specify the
contents, sizes, or ages :of the underground tanks,the-'layout-of the product
pipelines, or the results of the soil and ground water samples collected at
i the time of the tank pull , to name' a few of the ,m.issing items:
In addition' to the lack of preliminary information, we have the following
comments regarding the proposed work plan::
1 . The proposed monitoring well locations look'good, and hopefully, will
enable plume definition the first time out.`` The clustered wells are a
good idea. They will -supply data 'an the vertical distribution of the,
plume.
2. The screened intervals for the proposed shal'_low wells are 10 feet in
'k length; five-feet above and five-feet below the water table. The stated
` purpose of the. proposed' shallow wells .is todefine the free product-
plume. ` It would seem more prudentto plah-. on using these wells for
dissolved product monitoring as well .- In which ease, URS Consultants
should evaluate the possibility of water level fluctuations to ensure
that water levels will not likely -fall below or rise above the screened
interval . We suggest that URS Consultants review the file and reports
on the nearby McCormick and Baxter site.
3. We recommend that an additional .shallow monttori-ng well be installed
near the tank excavation in order to-evaluate lateral variations in a
contaminant concentrations. It could be -in stalle"d as part of a cluster j
with MW-4D. ' A shallow well near- the tank excavation is needed for the }
removal of free product.. - This well could .serve this purpose.
4. The proposed work does not include submitting soil .-samples for
laboratory analysis. -Selected soil samples .,should be., submitted to the
laboratory for BTX&E and TPH as gasoline -and diesel analyses. URS,'"
Consultants should specify their field screening,:techniques for
selecting soil sample for submittal to the laboratory. It should be
stressed to Union Ice Company that the-extent of`.soil 'contamination is
to be delineated and remedial alternatives examined. ,
