We
have found the plan to be inadequate because the following considerations are not
addressed.
1: The work plan does not provide adequate details pursuant to the "Subsurface
Investigation Formats" guidance document.
2: A groundwater investigation will be necessary, due to the proximity of
groundwater. The number of wells, the monitoring frequency and duration shall be
approved by the appropriate regulatory agency.
Enclosed is an informational packet outlining the steps to obtain the necessary
permits to facilitate the groundwater investigation.
These issues should be addressed in a revised sampling plan which must be submitted
to this office for approval prior to initiating the work plan.
It should be noted that additional sampling may be necessary should the results of
the proposed sampling effort not adequately define the extent of contamination.
If you have any question, please contact Diane M. Hinson of my staff at (209) 468-
3420.
Jogi Khanna, M.D., MPH -
District Health Officer -
Ron Valinoti Director
Environmental Health Division
RV: dmh
cc: RWQCB, REGION 5; w/o enc.
