The objective of the HRA was to assess whether <br /> residual hydrocarbon constituents in soil and ground water pose an <br /> unacceptable risk to human health under current and realistic future land <br /> use conditions at the subject properties. This evaluation was developed in <br /> response to a request issued on 21 December 1999 by Marty Hartzell of the <br /> Central Valley Regional Water Quality Control Board. The methodology, <br /> results,and conclusions of the HRA are described in the following <br /> sections of this memorandum. <br /> HRA METHODOLOGY <br /> The approach used to develop the HRA for the 1325 and 1515 West Weber <br /> Avenue sites followed methodologies outlined by the Arrierican Society <br /> for Testing and Materials (ASTM)and described in their Standard Guide for <br /> Risk-Based Corrective Action Applied at Petroleum Release Sites (E1739-95; <br /> 1996). In developing this analysis,modifications were made to ASTM's <br /> general procedures to incorporate applicable guidance issued by the <br /> California Environmental Protection Agency (California EPA)and the U.S. <br /> Environmental Protection Agency(USEPA). <br /> The ASTM methodology provides a screening level approach that is <br /> appropriate for the evaluation of isolated or infrequent constituent <br /> detections,such.as those associated with the subject properties_ The <br /> ASTM methodology also emphasizes the use of site-specific exposure <br /> information to identify realistic exposure pathways and to develop risk- <br /> based screening levels for each relevant exposure pathway.
