The Order requires PRPs to complete characterization and remediation of the site. <br /> This includes:completing implementation of a Soil Vapor Extraction (SVE) pilot study for the vicinity of 17 S. <br /> Church Street;implementaion of another SVE pilot study for the vicinity of 218 and 212 W.Pine Street; <br /> completion of the February 7, 2003 Remedial Investigation and Feasibility Study workplan prepared for Guild <br /> Cleaners in Lodi;and Initial Site Investigations for 212 W. Pine Street, 218 W. Pine Street, 112 W. Pine Street, <br /> and 408 S.School Street in Lodi. The PRPs are jointly and severably liable for completing the work required in <br /> the order. <br /> 06/09/03:ORDER/AMEND--Following issuance of the 5/30/03 LCPA I&SE Order,DTSC became aware of new <br /> information,and on June 9,2003 issued an amendment to the Order. The amendment removed Farmers and <br /> Merchants Bank at 116 West Pine Street as a respondent and added Lodi Hotel Investors LTD at 5 South School <br /> Street as a respondent. The scope of work required by the amended Order remains the same. <br /> Status:ANNUAL WORKPLAN-ACTIVE SITE <br /> Lead agency:DEPT OF TOXIC SUBSTANCES CONTROL <br /> Background: <br /> The Lodi Central Plume Area (LCPA) site is located within the Lodi Area of Contamination (LAC) which <br /> occupies approximately 1542 acres centered on the intersection of School Street and Lodi Avenue in downtown <br /> Lodi, California. Contaminated groundwater was identified by the City of Lodi (City) in 1989,when they <br /> detected tetrachloroethene(PCE)and trichloroethene(TCE) at concentrations above the California Maximum <br /> Contaminant Levels (MCLS) in two of the City's municipal drinking water supply wells. The groundwater <br /> contamination is thought to have been due to on-site releases and wastewater discharges to the sanitary sewer <br /> from up to 43 locations throughout the City. DTSC's current Lodi Groundwater Project (Calsites ID 39990001) <br /> began in May of 1997 when DTSC executed the Comprehensive Joint Cooperative Agreement(Agreement)with <br /> the City for Investigation and abatement of the VOC contamination in Lodi. Through the Agreement,DTSC <br /> allowed the City to begin pursuing judicial action against PRP's to fully characterize and remediate the Site. <br /> DTSC issued the LCPA Imminent and Substantial Endangerment and Remedial Action Order(Docket No.I&SE <br /> 02/03-024)to PRPs on 5/30/03.
