The amendment removed Farmers and
Merchants Bank at 116 West Pine Street as a respondent and added Lodi Hotel Investors LTD at 5 South School
Street as a respondent. The scope of work required by the amended Order remains the same.
Status:ANNUAL WORKPLAN-ACTIVE SITE
Lead agency:DEPT OF TOXIC SUBSTANCES CONTROL
Background:
The Lodi Central Plume Area (LCPA) site is located within the Lodi Area of Contamination (LAC) which
occupies approximately 1542 acres centered on the intersection of School Street and Lodi Avenue in downtown
Lodi, California. Contaminated groundwater was identified by the City of Lodi (City) in 1989,when they
detected tetrachloroethene(PCE)and trichloroethene(TCE) at concentrations above the California Maximum
Contaminant Levels (MCLS) in two of the City's municipal drinking water supply wells. The groundwater
contamination is thought to have been due to on-site releases and wastewater discharges to the sanitary sewer
from up to 43 locations throughout the City. DTSC's current Lodi Groundwater Project (Calsites ID 39990001)
began in May of 1997 when DTSC executed the Comprehensive Joint Cooperative Agreement(Agreement)with
the City for Investigation and abatement of the VOC contamination in Lodi. Through the Agreement,DTSC
allowed the City to begin pursuing judicial action against PRP's to fully characterize and remediate the Site.
DTSC issued the LCPA Imminent and Substantial Endangerment and Remedial Action Order(Docket No.I&SE
02/03-024)to PRPs on 5/30/03. DTSC took this action because the City of Lodi has not yet been successful in
compelling the PRPs to investigate and remediate the Site, and because of DTSC's concern with significant
threats of expanding groundwater contamination, additional impacts to supply wells, and the potential for
VOC vapor intrusion from contaminated soil and groundwater to indoor air.
Alternate names,addresses&known typos:
LODI GROUNDWATER SITE
LODI CENTRAL PLUME AREA
02005 O'Hara Environmental Consulting AWP La Morada
Page 3
