Continued
5. We understand that VFW Post 1051 was turned down by the city of Lathrop for a location there. Why
were they turned down? Is it possible that their intended use of that site caused the same concerns to
neighbors and the local police? When VFW Post 1051 was located within the city limits of Ripon, why
were they in a commercial district alongside highway 99?
6. My property is located one mile south of highway 99. We can always hear traffic from the highway.
With the VFW being only '/<mile away, how much more noise will we hear due to possible loud music?
We understand they intend to rent this out to the public for parties weddings receptions,etc..,which could
go late into the evening. This(loud music)will disrupt the rural atmosphere and quietness of the area.
7. If alcohol at this facility (whether sold or brought in) is used, it is rational and probable to think that
some may leave the property inebriated(legally drunk). Since this is outside the city limits of Ripon, the
Sheriff is 20-40 minutes away, and the Calif. Highway Patrol does not regularly patrol this area, who is
really responsible(beside the drunk driver) for any accidents or fatalities that may occur? My children ride
bicycles in this area, day and evening. WHO WILL BE RESPONSIBLE IF SOMEONE GETS KILLED
OR HURT? How would any of you feel if something like this happened? This can be avoided if this
application is denied.
8. It has been stated by a person involved with both the property owner(OGBB)and the applicant(VFW)
that"these are a bunch of old veterans, not partying type people wanting to raise h---". First, even if this is
true today, there is not guarantee that future veterans will be "old men - playing cards'. Second, if this
facility would be rented out to the public for events mentioned above, the same concerns would apply.
9. Lest we be misunderstood, we are not against veterans, they have served and protected us. Many have
given their life for our country. However, please do not allow the"emotions of this situation"cloud your
jud eg ment.
10. We are disappointed that a land planner was hired by the VFW to change wording(which the county
accepted), making it okay for "nationally recognized patriotic organizations" to locate in rural (ag zoned
areas)without notifying any neighbors . Then, when the actual request was before the Board of Supervisors
on November 12, it was unanimously granted due to the wording change approved on September 11. This
has the appearance of being done"in the dark"to many of us.
11. In closing, we feel that these types of organizations belong in commercial or highway zones to
minimize their impact on rural living and peacefulness.
Thank you for hearing our concerns. We trust they make sense to your planning department. None of these
concerns are out of anger-just genuine concern for this situation. If you have any questions and want to
discuss them with us,please call us by phone at 599-6950(hm)or 5934341 (wk)or by fax at 572-4560.
Respectfully submitted by our family for your consideration,
l 11.• Cyr
Aaron D.Overholtzer D . rho] r ura Overholtzer
/G 2verdholt6zer
W -
`/f/ u`,.awn M.
