Weber Avenue, 3rd Floor
Stockton, CA 95202
RE: VFW, Site Approval Application No. PA-02-625
Dear Mr. Huggins:
As you may recall, I represent Janet Spyksma-Pilchard and Vernetta Thompson,
neighbors to the VFW location of W. Ripon Road, Ripon. I previously discussed with
you the requirement of the Conditions of Approval 3.d., which concerns a yearly permit
to operate a public water system if the number of non-resident individuals exceed 24 for
at least 60 days per year.
There are no resident individuals at the VFW site, so all users are non-resident. The
VFW has a public breakfast every Sunday, and additional weekly meetings, including
barbecues, for the members. Other public dinners, receptions and activities occur each
month. Enclosed are copies of a few announcements from local papers regarding some
of these activities; and the report of the inclusion of 48 new auxiliary members in March
2005. In light of the regular activities at the site, it appears that the number of individuals
using the site certainly exceeds 24 for at least 60 days per year.
The VFW has stated its desire to comply with all of the conditions of approval and
ordinance requirements. If the VFW has not obtained yearly permits to operate a public
water system, it is probably an oversight. Please advise whether a public water system
permit has been issued, and if not, why this requirement has not been enforced.
Very truly yours,
IVA^u
H.
