-3- <br /> Facility rental <br /> There is not a condition of approval that prohibits renting of the facility for events. The VFW Post <br /> provided a letter to surrounding property owners stating that they would not rent the facility to the <br /> general public. The letter states that the facility will only be rented to VFW members of auxiliary <br /> member. There is no way to confirm that the facility was rented to the general public and there is <br /> no condition of approval prohibiting such action. <br /> Lighting <br /> Condition of Approval 1.e(2) states that lighting shall be designed to confine direct rays to the <br /> premises. No spillover beyond the property lines shall be permitted except onto public <br /> thoroughfares. <br /> Soil Stockpile <br /> A grading permit was issued for the site on October 30, 2003. The grading permit became final <br /> on August 11, 2004. The grading inspector reviewed the soil stockpile and determined that it <br /> could remain on the property for future use. <br /> Hours of Operation <br /> The Conditions of approval do not include restrictions on the hours of operation. However, the <br /> hours of operation are addressed in a January 10, 2003 letter from Al Sneed, Commander of <br /> VFW Post 1051, to Janet Spyksma. <br /> Trash and Junk <br /> The enforcement officer that visited the site did not find a significant amount of trash and junk and <br /> did not open an enforcement case. <br /> Barricaded Easement <br /> This is a civil issue between the applicant and the neighbor. <br /> Traffic <br /> The Initial Study did not find potentially significant traffic impacts and the Planning Commission <br /> approved a Negative Declaration. <br />
