Dave Thompson (12021 W. Ripon Road, Ripon) said he is a neighbor of the property. He visited their <br /> temporary site and understands why they want to relocate. They deserve a new home. However, this site <br /> is also good for the church that he belongs to, the Harvest Valley Community Church. The neighbors want <br /> this site to remain a church, but he will support sharing the facility with the VFW until they are able to build a <br /> new post on their present site. <br /> Kerry Sullivan said the reason the VFW went through the Text Amendment process is that their present <br /> location does not allow community assembly. <br /> Vincent Estel (1652 Den Dulk Court, Ripon) suggested the facility be used by both organizations until a new <br /> structure can be built on land they presently own, which is about a block away from the Gemco location in <br /> Ripon. <br /> Floyd Cover(12813 W. Ripon Road, Ripon) said he is a neighbor of this site. He was a member of this <br /> church. He said this site should stay as a church. <br /> Durand Overholtzer said the post belongs in commercial or highway zones where they will not bother <br /> residents. His property will be devalued if the post comes in. The VFW's present post is already in a <br /> commercial zone. They should build a new facility at that site. He was a member of the Old German <br /> Baptist Church for 35 years. This site should remain a church. He is concerned about the activities that <br /> could be allowed, such as renters, alcohol, and late hours. He requested they deny this permit. <br /> Duane Spyksma (5107 Kiernan Avenue, Salida) said he was present to represent people in opposition to <br /> the project. <br /> Charlie Smith (521 County Court, Ripon), pastor of the Harvest Valley Community Church, said they would <br /> like to keep this site as a church. They have made a generous offer to the VFW for the site. <br /> Gary Hawn said this site should stay as a church. He suggested they could make this a temporary approval <br /> to see how this operation goes. <br /> Kerry Sullivan said there is no limit on how long a use can take place. <br /> John Stahl (23586 S. Olive Avenue, Ripon) said he does not want this site to change. It should remain a <br /> church. <br /> Wes Bauman (17487 Lone Tree Road, Escalon) said he is a member of this church. They made a mistake <br /> about not asking enough questions of the VFW about what they would use this site for. He would prefer that <br /> this site be sold to another church. <br /> REBUTTAL: <br /> Don Moyer said that guests are always with a member of the post. Churches do allow alcohol also. <br /> Another church at this site would not prohibit rentals. Churches also have late night activities. They are <br /> willing to abide by all of the conditions in the staff report. This land use meets the requirements of the <br /> ordinance. The VFW is interested in pursuing the issue of building a new church at their present location, <br /> but they still wish to pursue this project. They are tired of being homeless. RV's will not be a problem. Elks <br /> lodges do that, but he does not see VFW posts doing that a lot. Two or three days is one thing, but if the <br /> Commission wants to regulate that, then that would be O.K. <br /> PUBLIC HEARING CLOSED: <br /> Commissioner Morri said there should be no overnight parking of RV's.
