' SECTION 2 <br /> BACKGROUND INFORMATION <br /> This section discusses the general setting and history of the property, <br />' and provides information on the local geography, geology, and <br /> hydrology. Site-specific tank history and geologic and hydrogeologic <br /> information for each site location is provided in Sections 3 through 5. <br /> Site H'istor'y and Setting <br /> Historical information is limited regarding the parcel of land located <br />' at the terminus of West Weber Avenue in the City of Stockton, <br /> California The earliest record, arca 1917, indicates that the area <br /> was a rail yard owned by the Atchison, Topeka and Santa Fe <br /> Railroad. By 1963, the rail yard had been replaced by warehouses (for <br />' additional information, see the Preliminary Site Assessment Report <br /> for Stockton Warehouses, prepared by Dames & Moore, <br /> January 1990). Currently, the warehouses are collectively under the <br /> ownership of Catellus Development Corporation, formally Santa Fe <br /> Pacific Realty Company. Each warehouse is currently under lease to <br /> an individual business enterprise. <br /> According to Mr. Terry Cumberledge, Manager of General Potato <br /> and Onion, located at 1541 West Weber, the fuel tanks that were <br />' located at 1541 (Site #3), 1515 (Site #1), and 1325 (Site #2) West Weber <br /> were installed about the time the warehouses were constructed. <br /> Another consultant, Meinfelder, Inc., reported that the tank at 1515 <br />' West Weber may have been installed in 1986. <br /> Geography <br /> The site property is situated within the port area of the City of <br />' Stockton, San Joaquin County, California (Figure 1-1) The Stockton <br /> Deep Water Channel bounds the property immediately to the north. <br /> Elevations range from a few feet above sea level along the Stockton <br />' Channel waterfront to approximately 10 feet above mean sea level <br /> (MSL) along West Weber Avenue <br /> 2-1 <br />
