Union Ice Company <br /> 1320 West Weber Street, Stockton, California <br /> Phase IInvestigation Report <br /> Brine Release <br /> 1.0 Site History <br /> The Union Ice Company has been operating at this site for decades. The operations <br /> include ice making as well as cold storage for various clients. <br /> A Brine solution is piped through the slab floor of the plant to avoid freezing. Union Ice <br /> company recently became aware that there may have been releases from the pipes that run <br /> through the slab floor. Until five years ago the solution contained chromic acid (Cr6) as a <br /> corrosion inhibitor. The brine solution containing chrome was removed approximately <br /> five years ago. The solution was treated on-site with a mobile TTU and the filter cake <br /> disposed of at a Class I landfill. The work was performed under permit from the <br /> California Department of Health Services. The current brine solution contains a non-tonic <br /> rust inhibitor. <br /> Union Ire Company notified the California Regional Water Quality Control Board <br /> (RWQCB) and the Local Health Department of a suspected release by telephone to Mr. <br /> Gordon Boggs of the RWQCB. and followed up in a letter to the RWQCB. The RWQCB <br /> requested an investigation and requested that a report of the findings be forwarded to Ms. <br /> Wendy Cohen of the RWQCB. Ms. Cohen also sent a letter to WHF stating the R1-1QCB <br /> would not provide project supervision at this time and that the investigation should <br /> proceed on a self-directed basis. <br /> On January 26,1993 WHF submitted a work plan to the San Joaquin County <br /> Environmental Health Department to install three groundwater monitoring wells at the <br /> site. WHF also submitted a well permit with the appropriate fees for the proposed work. <br /> 2.0 Scope of Work <br /> WHF proposed to install three groundwater monitoring wells down-gradient from the <br /> warehouse. Three wells should be sufficient to detect any release originating at the <br /> warehouse. The groundwater hydraulic gradient at the site is known, and has been <br /> consistent over the last few years, as monitored during an ongoing hydrocarbon <br /> investigation at the site. A, recent groundwater gradient map is included in the figures <br /> section of this report. <br />
