If the project is in an <br /> urbanized area, would the project conflict with <br /> applicable zoning and other regulations governing <br /> scenic quality? <br /> d) Create a new source of substantial light or glare ❑ <br /> which would adversely affect day or nighttime views <br /> in the area? <br /> Impact Discussion: <br /> a-c) The site of the proposed project, a General Plan Map Amendment and Zone Reclassification application, is located on <br /> the southeast comer of E. Mokelumne Street and N. Orange Street in Woodbridge. Pursuant to San Joaquin County <br /> General Plan 2035 Natural and Cultural Resources Element Figure NCRA (page 3.4-13), E. Mokelumne Street and N. <br /> Orange Street in Woodbridge are not designated Scenic Routes. Therefore the project will not impact a scenic vista or <br /> zoning and other regulations governing scenic quality. <br /> d) The proposed project is a General Plan Map Amendment and Zone Reclassification application. If the application is <br /> approved, the applicant will develop the site with a maximum of four(4) residences, which may result in the creation of <br /> a new source of light. However, pursuant to Development Title Section 9-1025.6, the illumination level of any outdoor <br /> lighting, with the exception of public street lighting, is to be at a level that does not cause glare above 1.0 footcandles <br /> on an adjacent lot or street.
