Referrals have been sent to the San Joaquin Council of
Governments (SJCOG), the agency responsible for verifying the correct implementation of the San Joaquin County
Multi-Species Habitat Conservation and Open Space Plan(SJMSCP),which provides compensation for the conversion
of Open Space to non-Open Space uses which affect the plant, fish and wildlife species covered by the Plan. Pursuant
to the Final EIR/EIS for SJMSCP, dated November 15, 2000, and certified by SJCOG on December 7, 2000,
implementation of the SJMSCP is expected to reduce impacts to biological resources resulting from the proposed
project to a level of less-than-significant.
SJCOG responded in a letter dated March 20,2019,that,as the applicant is requesting a General Plan Map Amendment
and Zone Reclassification with no ground disturbance, only future development on the project site will be subject to
participation in the SJMSCP. Therefore, this application is not expected to have any impact on sensitive species but
future development will be subject to the SJMSCP in order to reduce impacts to biological resources to a less than
significant level.
PA-1900031 and PA-1900037— Initial Study 9
