Referrals have been sent to the San Joaquin Council of <br /> Governments (SJCOG), the agency responsible for verifying the correct implementation of the San Joaquin County <br /> Multi-Species Habitat Conservation and Open Space Plan(SJMSCP),which provides compensation for the conversion <br /> of Open Space to non-Open Space uses which affect the plant, fish and wildlife species covered by the Plan. Pursuant <br /> to the Final EIR/EIS for SJMSCP, dated November 15, 2000, and certified by SJCOG on December 7, 2000, <br /> implementation of the SJMSCP is expected to reduce impacts to biological resources resulting from the proposed <br /> project to a level of less-than-significant. <br /> SJCOG responded in a letter dated March 20,2019,that,as the applicant is requesting a General Plan Map Amendment <br /> and Zone Reclassification with no ground disturbance, only future development on the project site will be subject to <br /> participation in the SJMSCP. Therefore, this application is not expected to have any impact on sensitive species but <br /> future development will be subject to the SJMSCP in order to reduce impacts to biological resources to a less than <br /> significant level. <br /> PA-1900031 and PA-1900037— Initial Study 9 <br />
