F Street <br /> Banta, CA 95304 <br /> Subject: Moore Petroleum Bulk Plant <br /> 5491 F Street <br /> Banta, CA 95304 <br /> Dear Mrs. Foley, <br /> Thank you for your comment letter dated July 23, 2012, regarding the pending closure of the <br /> Moore Petroleum leaking underground storage tank (UST) case. From your letter, it appears <br /> that you had mistaken the main intent of the public notice regarding consideration by the San <br /> Joaquin County Environmental Health Department (EHD), for closing this site as meaning the <br /> business would be closed, but the pending case closure is only in regard to the investigation <br /> and cleanup of an unauthorized release (leak) from the UST system formerly on the Moore <br /> Petroleum site. The EHD apologizes for any confusion caused by the wording on the notice. <br /> The EHD considers the issues expressed in your letter, and those of several other residents in <br /> the area, as demonstrating a community-wide concern with the public safety following closure of <br /> the former Moore petroleum site case. To address this concern, the EHD directed a final round <br /> of groundwater sampling that included the residential domestic wells around and near the <br /> former Moore Petroleum site; this sampling included your well. <br /> Your well was sampled at least one time early in the site investigation (November 13, 2000) and <br /> the sample was found to not be polluted by detectable concentrations of chemicals commonly <br /> associated with gasoline: total petroleum hydrocarbons quantified as gasoline (TPHg), the <br /> aromatic volatile organic compounds benzene, toluene, ethylbenzene and total xylenes (BTEX) <br /> or the five fuel oxygenates, of which methyl tert-butyl ether (MTBE) is the most familiar to most <br /> people. The latest sampling event, conducted on October 11, 2012, likewise did not find these <br /> contaminants at detectable concentrations, nor were compounds associated with diesel, <br /> kerosene or motor oil, or the chemicals 1,2-dichloroethane (1,2-DCA) or ethylene dibromide <br /> (EDB) present at detectable concentrations in the samples collected from your well. <br /> The consultant for the former Moore Petroleum site, Apex Envirotech, Inc., will be posting these <br /> results and a report of the sampling event on GeoTracker, the website the California State <br /> Water Resources Control Board (SWRCB) maintains at https://geotracker.waterboards.ca..qov/, <br /> where these results and numerous reports on this site can be reviewed by the public.
