PUBLIC HEALTH SERVICES o:,1rN
SAN JOAQUIN COUNTY _ P
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
2091468-3420
JERRY MOORE
MOORE PETROLEUM NOV 13 2000
P O BOX 67
BANTA CA 95304
RE: Moore Petroleum
5491 "F"Street
Banta,CA 95304
On Tuesday,November 7,2000,San Joaquin County Public Health Services,Environmental Health
Division(PHS/EHD)received analytical results for the residential off-site drinking water well(Rhodes
well) Iocated east of the Moore Petroleum Bulk Plant in Banta, California. Your consultant,Tom
Landwehr,of Apex Envirotech(Apex),sent the analytical results to us by facsimile. A concentration of 14
micrograms per liter(µg/1)methyl tertiary butyl ether(MtBE)was reported in a groundwater sample
collected from the Rhodes well. PHS/EHD discussed the analytical results with Mr.Landwehr and directed
him to collect a confirmation sample from the Rhodes well. We also directed him to inform the Rhodes
family of the analytical results, and to immediately supply them with an alternate drinking and cooking
water source.
/ In letters dated March 9,2000 and October 12,2000,PHS/EHD directed you to complete a physical search
of the area for wells and receptors. To date this survey has not been completed. You must complete the
physical search of the area for wells and receptors within a 2,000-foot radius by November 17,2000.
Groundwater must be collected from receptor wells in the downgradient(east)direction from Moore
Petroleum. Residences with drinking water wells that have groundwater samples with concentrations of
MtBE above the secondary maximum drinking water level of 5 99/1 may require that alternate drinking
water be supplied to them as well.
PHS/EHD also discussed interim remedial action with Mr.Landwehr. He suggested installing a vapor
extraction well and three recovery wells east of Moore Petroleum as an interim measure. PHS/EHD agrees
with this approach, and directs you to submit a work plan for interim remediation at the Moore Petroleum
site. The work plan must be received at our office by November 27,2000. PHS/EHD will continue to
work closely with you and your consultant. If you have any questions or concerns regarding any of the
items discussed above, please feel free to contact Dot Lofstrom at(209)468-3436.
Donna Heran,REHS,Director
Environmental Health Division
tet.::. ,
Dot Lofstrom
Registered Geologist,Unit IV
Cc: CVRWQCB—Marty Hartzell
Apex Envirotech,Inc.—Tom Landwehr(fax)
A Division of San Joaquin County Health Care Services
