General
All reported chemicals, equipment and by-products of the clandestine activities were
removed by law enforcement prior to the site inspection. Laboratory analysis of the
submitted samples indicated the presence of Methamphetamine(via method HPLC-UV by
USP # 24) in the surface wipe sample collected. EPA method 8260B indicated the
presence of Toluene (9I 00µ/Liter)in the septic system holding tank.
B, pH
Samples were analyzed for pH to assess acid and alkaline contamination associated with
the use of corrosive chemicals. The pH scale is a logarithmic scale, ranging from 0 to 14,
used to characterize corrosivity. A pH value less than 7 suggests an acidic material,
whereas a pH greater than 7 is indicative to caustic (basic) materials. The sample result
was 7.41. The sample results appear to be only slightly caustic.
C. Phosphorous
Phosphorous has an established exposure limit of 0.1 milligrams per cubic meter (mg/M)
of air. Along with iodide, it is capable of producing, eye, skin, nose and respiratory tract
irritation along with chest tightness, headaches, stomach pain, birth defects, jaundice and
kidney damage. The recognized target organs are eyes, skin, respiratory system, central
nervous system, liver, kidneys, blood and cardiovascular system. Phosphorus was
idewified in the sample collected at 9.4µglWipe.
D. Methamphetamine
Methamphetamine affects the central nervous system in a manner similar to adrenaline and
is extremely addictive. Its affects are longer lasting than those of other amphetamines.
The amount identified in the sample collected was 56 micrograms/ft2(µg/R).
Vl. RECOMMENDATIONS
A. At this time after careful review of the site investigation and sample analysis, the unit and
the septic system appear to have been impacted by chemical contamination related to
clandestine laboratory activities. The following items shall be addressed prior to re-
occupancy:
1. All hard surfaces and items in the unit(including the interior walls/IIoors/ceiliugs of
the structure.) shall undergo on site decontamination via.a non-phosphate based
clearer, followed by triple rinsing with clean water.
ESS Project 2004816-1
Page 4
