Michael Souza <br /> Souza Realty and Development <br /> 105 East Tenth Street, Suite 100 <br /> Tracy, CA 95376 <br /> Subject: Souza Property (APN: 238-080-01) <br /> Dear Mr. Souza.- <br /> As <br /> ouza:As a result of our meeting on June 2, 1997 with Supervisor Cabral, the following two <br /> alternatives have been prepared for your consideration in order to expedite your pending <br /> property sale: <br /> • Public Health Services Environmental Health Division (EHD) staff reviewed the Souza <br /> Property report dated February 3, 1995, prepared by Mill Creek Associates. It was <br /> discovered that the detection limits used for the groundwater sampling analysis were <br /> elevated and the laboratory data sheet results were not accurately reflected in Table 3 <br /> of the report. In addition, groundwater samples were collected and analyzed only <br /> once from each monitoring well. For these reasons, the EHD considers the report <br /> inconclusive. <br /> However, because the results are inconclusive and the EHD does not have a e regulatory <br /> authority for this case, the site will not be listed as contaminated on our data base or <br /> referred to the Central Valley Regional Water Quality Control Board (CVRWQCB). <br /> You may proceed with your plans for property sale without comment from the EHD <br /> Site Mitigation Unit. <br /> • If you still desire comment from the EHD, the following conditions must be met in <br /> order to receive EHD concurrence for "no further action" as proposed by California <br /> Registered Geologist Russell Juncal: <br /> 1. The monitoring wells must be resampled under the inspection of EHD staff and the <br /> groundwater analyzed for the constituents listed in our November 29, 1994 letter <br /> to Attorney Patrick Riddle, using proper detection limits and methods. <br /> 2.
