90189N-ALL CON-8 Woodward-Clyde Consultants <br /> terms of TTLC and STLC2 criteria established by the State of California for <br /> landfill disposal. State and federal health-based drinking water criteria <br /> usually serve as a reference point for groundwater. <br /> At the present time, the soil and groundwater contaminants probably do <br /> not present a significant risk to health and environment, although <br /> contaminated groundwater may infringe on the nondegradation policy for the <br /> basin. The view that there is no significant risk to health and the <br /> environment is based on the fact that: (1) the building and pavement <br /> covering the contaminated soil prevent human exposure by direct contact or <br /> inhalation of contaminated soil ; and (2) the affected groundwater is not <br /> being used for any beneficial purposes and, because of its relatively high <br /> salinity, cannot be used, without treatment, for any purpose that would <br /> result in appreciable human exposure. <br /> Endangerment to human health or the environment through the <br /> contamination of drinking water supplies is dependent on the leachabil (ty <br /> of the contaminants, their mobility, the proximity of the source of the <br /> contamination to existing or possible future drinking water suppliers and <br /> the toxicity of the chemical . Recent data (see Appendix R) show <br /> groundwater underlying the Navy Drive site contains concentrations of <br /> copper and lead which do not exceed drinking water standards. The water in <br /> the area is brackish and norpotable and not withdrawn for any known <br /> beneficial use other than industrial cooling, and therefore remediation of <br /> the groundwater is considered inappropriate. <br /> 2.6 CLEANUP LEVELS <br /> Potentially toxic chemical Substances found in the groundwater were <br /> copper, lead, nickel and tin. The concentrations of these metals found in <br /> water from the monitoring wells in Phase 2 of the RI are compared with <br /> drinking water standards and background levels in Table 2.2.
