DEC-22-2004 16:27 PORT F STOCKTON ANNEX 209 464 1251 Py06 <br /> Project Description <br /> Preliminary Endangerment Assessment <br /> Tyco Electronics Facility <br /> 1848 and 1856 Field Avenue <br /> Stockton, California <br /> Tyco Electronics Corporation(Tyco) operated a printed circuit board manufacturing <br /> facility at 1848 and 1856 Field Avenue in Stockton California (the site). The facility <br /> ceased manufacturing operations in 2001. On behalf of Tyco, Earth Tech, Inc. (Earth <br /> Tech) is conducting a Preliminary Endangerment Assessment(PEA) of the site, as <br /> required by the California Environmental Protection Agency, Department of Toxic <br /> Substances Control (DTSC) as part of the facility closure process, in a Consent <br /> Agreement dated June 21, 2004 (Docket SRPD 03/04 SCC-4313). DTSC is the lead <br /> agency for environmental issues at the site. <br /> Earth Tech will be advancing soil borings both inside the buildings and around the <br /> buildings to conduct an environmental investigation of the soil and groundwater beneath <br /> the site. Four proposed sampling locations are in the gated, former parking lot south of <br /> the facility (see attached site map). It is our understanding that the Port of Stockton owns <br /> the property that was used as a parking lot. Earth Tech is requesting authorization from <br /> the Port of Stockton to conduct that portion of our investigation, which occurs in this <br /> parking lot. According to our Draft PEA Work Plan submitted to DTSC for review, we <br /> have proposed middle of October to start the pre-field, and subsequent field activities. <br /> Soil borings will be advanced with a direct-push drilling rig to collect shallow soil <br /> samples. At two locations (BG-3 and BG-4), soil samples will be analyzed for metals. <br /> At soil borings SB-9 and SB-14, soil samples will be analyzed for metals, ammonia, <br /> volatile organic compounds (VOCs), semi-volatile organic compounds(SVOCs), and/or <br /> ethylene glycol butyl ether(EGBE). At these two locations(SB9 and S1314), the soil <br /> borings will be advanced to first-encountered water to collect grab groundwater samples. <br /> The groundwater samples will be analyzed for metals, ammonia, VOCs, and EGBE. All <br /> soil and groundwater samples will be submitted to a California-certified analytical <br /> laboratory for analysis.
