i •
1
contaminated soils have been excavated and disposed at a Class I
2
landfill. As the building and neighboring property is locked,
3
access to the site is controlled. The site is bound by the
4
Stockton Turning Basin to the south and commercial establish-
5
ments to the west and east. A residential neighborhood is di-
b
rectly to the north of the site across Field Ave. The nearest
7
well in use is at a distance of one mile from the site. It is a
8
domestic well. It is screened at a depth of four hundred feet
9
below the ground surface. Topography between the site and the
10
well is level . The aquifer this well draws from is lower than
11
the shallow groundwater contaminated by the site. In addition,
12 the shallow clay soil layers underlying the site inhibit ver-
13
tical migration of contaminants. Only one narrow strip of con-
14 taminated soil remains at the site under the exterior wall foot-
15
ing. This soil could not be removed without undermining the
16 building.
17 2 . 5 HEALTH RISKS OF SUBSTANCES FOUND
18
2 . 5 . 1 Lead is a heavy metal that acts as a systemic poison by
19 accumulating in human body tissues. Acute effects of lead ex-
20 posure include fatigue, headache, aching muscles and bones,
21
sleep disturbance, abdominal pain, and decreased appetite.
22
Chronic effects include fetotoxicity, anemic pallor, central
23
nervous system effects, kidney damage, and peripheral neuro-
24
pathy. The LD50 (Lethal Dose that will cause death in 500 of a
25
known population which are usually laboratory rats) is 160-1000
26 milligrams substance per kilogram body weight (mg/kg) .
27
2 . 5 . 2 Copper can be a skin and eye irritant at higher doses.
COURT PAPER -5-
STATE OF CALIFORNIA
STC.
