However, what initially appeared to
be a simple soil removal/groundwater pumping effort is materializing into an
extremely costly proposal. The levels of diesel contamination remaining in the soil
are significant but the very limited groundwater impact observed from the monitoring
wells around the former tank pit area indicates the contamination may be limited in
volume. It is uncertain if these additional invasive measures would yield a greater
benefit to groundwater resource protection than the mitigative efforts already
performed at the site.
Therefore, PHS/EHD recommends the proposed excavation work be postponed
indefinitely. Rather, additional groundwater data can be collected over the next four
quarters. This data will be evaluated to determine if the cost of additional mitigative
work is warranted for the added benefit it would provide. Please continue to
conduct quarterly sampling from the three existing monitoring wells for at least
four more quarters.
In addition, in order to further understand the groundwater dynamics at the site,
PHS/EHD recommends obtaining depth to water measurements on a monthly basis.
A survey should be conducted to identify any domestic, municipal, agricultural or
industrial wells that may be located in the area.
A Division of San Joaquin County Health Care Services
