Until
sufficient groundwater data is generated that supports a less frequent monitoring schedule, groundwater
monitoring and sampling data must be collected quarterly and submitted in the status reports. Please begin
submitting quarterly status reports effective immediately.
The report of findings appears to adequately define the soil and groundwater contaminant plumes at the site. The
proposal for additional excavation appears to be warranted at this time. For best possible results and to prevent
additional lengthy groundwater monitoring, all suspected impacted soil should be removed during this proposed
work.
Without a pump test, the feasibility of using the existing wells at the site to de-water the area during the
excavation is unknown. In addition, should a limited groundwater plume exist beneath the former tank pit area,
pumping of these wells may cause unnecessary spreading. As an alternative, any water encountered in the
excavation can be removed by pumping the excavation. This action can remove any groundwater which appears
to be impacted and should be continued as long as feasible to influence the entire suspected area. Again, to
avoid additional lengthy groundwater monitoring, all suspected impacted groundwater should be removed during
this remedial effort.
Therefore, based on the discussion above, please submit to PHS/EHD by April 3, 1995, a brief workplan to
describe the proposed excavation work in more detail. Please include a proposal on the removal, storage, and
ultimate disposal of the soil and groundwater that will be generated by the proposed work at the site.
If you have any questions or wish to discuss this letter in more detail, please contact Linda Turkatte, Senior
REHS, at (209) 468-3441.
Donna Heran, REHS, Director
Environmental Health Division
Linda A.
