The costs indicated on the enclosed completed, signed bid response form is based on, but
not limited to the work as described in the RFB, item C. Work To Be Performed, Task 1
through Task 3. Specific details of the work to be performed would be provided in the
Preliminary Site Assessment Work Pian that will be provided to the client if WHF is
selected. The following outline is provided in order to better define the costs indicated on
the bid response form.
The scope of work involves:
1). The preparation and submission of H&S plan, Work Plan and schedule to San
Joaquin County Department of Environmental Health (DEH), and other
appropriate agencies for review.
2). Drill a minimum of three (3) soil borings and complete them as two inch
monitoring wells.
3). Collect soil samples at five foot intervals for geological interpretation and
laboratory analysis (as needed). Deliver all soil samples, under chain of
custody, to an analytical laboratory licensed by the State of California for
hazardous materials work. The samples shall be analyzed for Total
Petroleum Hydrocarbons (diesel) and BTX&E (Benzene, Toluene, Xylene,
and Ethyl Benzene).
4). Survey well elevation and develop the monitoring wells by pumping and
surge blocking, if required. Containerize all development water in DOT
approved 55 gallon drums.
5). Purge the monitoring wells (containerize purge water in 55 gallon drums),
measure the depth to groundwater (before and after recovery), and sample
the groundwater for laboratory analysis. Deliver all water samples, under
chain of custody with appropriate travel blanks and bailer blanks, to an
analytical laboratory licensed by the State of California for hazardous
materials work. The samples shall be analyzed for Total Petroleum
Hydrocarbons (diesel) and BTX&E (Benzene, Toluene, Xylene, and Ethyl
Benzene).
6). Prepare a technical report for each phase of work being performed, that
documents all of the activities of that phase and discusses the data collected,
and integrates the data with previously collected data. The report will include
an executive summary and will have analytical results as well as analytical
summaries. Graphical representations and geologic cross sections (if
appropriate) will also be included and will be signed by a professional
pursuant to the DEH guidelines.
7). Meet with DEH personnel at least once if required, to discuss any report
deficiencies, correct any report deficiencies and submit a revised report to the
appropriate agencies.
