Filbert St. RO#: 0000188 <br /> Stockton, CA., 95205 <br /> San Joaquin County Environmental Health Department(EHD) has reviewed Corrective <br /> Action Plan (CAP)—Del Monte Disco Site dated January 9, 2003 as submitted by Kleinfelder <br /> on January 10, 2003 and has the following comments. <br /> Kleinfelder has compared and evaluated five remedial alternatives for feasibility, <br /> effectiveness, and cost. Based on recent positive field test results for soil vapor extraction <br /> (SVE)and in-situ air sparging (IAS) in combination with supplemental ozone sparging, <br /> Kleinfelder has submitted this CAP for approval for enactment of these remedial methods. <br /> The remedial strategy is based on the technical approach that SVE/IAS will adequately <br /> remediate the high hydrocarbon concentrations in the vicinity of the former underground <br /> storage tanks (UST)and pumps islands (source area). Any contamination that has already <br /> migrated from the source area or will migrate before source removal is complete will be <br /> treated by relying on the groundwater gradient to drive contamination through an ozone <br /> sparge curtain at the leading edge of the plume,which is offsite. Five onsite and five offsite <br /> triple-nested wells will be required, in addition to the blower, vacuum, and ozone generator <br /> equipment. <br /> EHD concurs with this conclusion and tentatively approves the CAP. Prior to <br /> implementation, EHD is required under UST Corrective Action Regulations to notify the <br /> public and allow a period of time for written requests for a public hearing. EHD will `post' the <br /> site and notify you if a public hearing has been requested. If a written comment is not <br /> received within the posted time, EHD's tentative decision shall become final, the CAP will be <br /> approved, and you may begin its implementation. <br /> Please contact Michael Infurna at(209)468-3454 if you have any questions or wish to <br /> discuss the site.
