Mr. Robert Trommer Page 4 of 7
Comments on CUF Site Closure Recommendations for Various Sites March 3, 2010
Claim No. 11775 - 2315 N. California Street, Stockton
This site is nearing closure. The EHD is satisfied with plume delineation and attenuation.
Potential direct contact with impacted soil is limited, and continuing flux to groundwater is
apparently declining. The main concern at this point is an adequate evaluation of the potential
for vapor intrusion from residual impacted soil. Soil gas samples have not been collected and
the consultant has stated that future buildings would have a vapor barrier installed and exiting
buildings have an adequate air exchange rate ,that would adequately mitigate any intruding
vapor. None of these comments were demonstrated through modeling with site-specific data.
The EHD will pursue a more adequate vapor intrusion evaluation with the responsible party and j
her consultant. The EHD estimates that six,to nine months may be required to achieve site
closure.
Claim No. 12489 - 15600 S. Harlan Road, Stockton
This site is in the closure process needing only the waste manifest for the monitoring well
destruction. The EHD anticipates site closure in one to two months.
Claim No. 13651 - 4100 E. Fremont Street, Stockton
This site is in the closure process, and a site closure report has been requested. The EHD
estimates that three to six months will be required to achieve final site closure, as the report has
not been received or evaluated and monitoring wells will need to be destroyed.
Claim No. 13879 -466 Moffat Blvd., Manteca
This site is in the closure process, and documents for notification to the CVRWQCB are in
preparation. The EHD anticipates final site closure in three to six months.
Claim No. 14281 - 1001 W. Yosemite Avenue. Manteca
{
This site is in the closure process. The EHD needs the Record Title Owner certification, but the
responsible party (RP) has been in India. The RP is expected to return to the United States in ]
March 2010. The EHD estimates one to two months will be needed to achieve final site closure.
Claim No. 15460 - 2732 Citrus Road, Rancho Cordova
This site is not in San Joaquin County or in our Local Oversight Program (LOP).
Claim No. 1350 - 574 Grant Line Road, Tracy
The site has been under ozone remediation, and analytical results from groundwater samples
collected from the site's monitoring wells appear to be favorable for closure consideration;
however, confirmation grab groundwater sampling between ozone injection points and
monitoring wells revealedelevated contaminant concentrations. The contaminant concentration
in the British Petroleum (BP; site address 2375 Tracy Blvd., Tracy) :monitoring well MW-6,
located on the subject site is impacted at concentrations consistent with those obtained in the
confirmation samples. This plume, with its core apparently near BP's MW-6, appears to be
delineated laterally based on the monitoring well network on the subject site, the BP site and the
Chevron site at 575 Grant Line Rd. Vertical delineation of this plume is not certain at this time.
The EHD will direct submittal of a site closure report for the subject site with the issue related to
this plume directly addressed along with evaluation of vapor intrusion and health risk potentials.
Comments on CUF Site Closure Recommendations 0310.doc
