Robert Trommer, CHG, and Kirk Larson, PG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: Annual Five-Year Review Update Letters <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> following six Second review five-year review letters, each with your request to convey the <br /> agreement or disagreement of the EHD with the site-specific recommendations. The EHD <br /> comments for those sites are provided herein. The following comments pertain only to the <br /> recommendations; other information in the five-year letters that is incorrect or incomplete is <br /> noted only insofar as that information directly affects the recommendations. <br /> 2360 East Road, Tracy, CA. <br /> The State Water Resources Control Board Cleanup Fund Five Year Review Committee <br /> (CUF) recommendation in the Revised 5-Year Review Summary Report, dated 03 March <br /> 2009 was to consider the site for closure. The EHD does have the site under such <br /> consideration; however recent soil gas samples indicate a potential vapor intrusion <br /> issue; this may be related to a release from a pipeline run beneath the road fronting the <br /> site. A report providing further evaluation of the issue has been recently received by the <br /> EHD, review is pending. <br /> 11530 Eight Mile Road, West, Stockton, CA. <br /> In the Revised 5-Year Review Summary Report, dated 03 March 2009, the CUF <br /> concurred with the EHD approval of an ozone injection bench test; there has been a <br /> problem with obtaining access to the impacted area as it is on a levee, but access <br /> agreements have finally been obtained; drilling is scheduled for 29 April 2009. <br /> 15615 Seventh Street, S., Lathrop, CA. <br /> The CUF noted in Revised 5-Year Review Summary Report, dated 05 March 2009, that <br /> the EHD had directed the Responsible Party (RP) to implement dual phase extraction; <br /> the CUF concurred with that directive and recommended that active remediation begin <br /> without delay. Citing the recent issues with reimbursements from the CUF, the RP has <br /> not implemented remediation. The EHD has prepared a letter to set up a meeting with <br /> the RP to establish a schedule for addressing the remaining site problems. <br /> Annual 5-Year Review Comment Letter 041409.doc <br />
