Section 1 <br /> Introduction <br /> This report is a Problem Assessment Report(PAR) and Final Remediation Plan (FRP) for the <br /> former underground storage tank (UST) location, known as the Disco site, located at 110 <br /> North Filbert Street in Stockton, California. This report was prepared according to the <br /> guidelines of the Tri-Regional.Board Staff Recommendations for Preliminary Evaluation and <br /> Investigation of Underground Tank Sites, Appendix A - Reports (Central Valley Regional <br /> Water Quality Control Board [CVRWQCB], 1991). <br /> ` The Disco site is the location of three former 10,000-gallon gasoline tanks that released <br /> gasoline constituents into the soil and groundwater. The current property owner of the Disco <br /> site is Del Monte Foods (Del Monte). Del Monte has conducted soil and groundwater <br /> 1 investigation and remediation activities at the Disco site at the direction of San Joaquin <br /> County's Public Health Services,Environmental Health Division(PHS/EHD). <br /> Purpose and Objectives <br /> The purpose of this report is to describe the nature and extent of the gasoline constituents in <br /> the subsurface, summarize the hydrogeological conditions that govern contaminant fate and <br /> transport, and recommend a remediation plan to manage the risks associated with gasoline <br /> constituents present in soil and groundwater. <br /> The primary objectives of the report are-(1) to summarize the findings of the Remedial <br /> Investigation/Feasibility Study (RI/FS) conducted by CH2M HILL in February of 1992 and <br /> the findings of supplemental site characterization and monitoring performed through March <br /> 1995, (2) to delineate the extent of the gasoline constituents in the subsurface and estimate <br /> the rate of migration, (3) to present progress made with interim remediation, and (4) to <br /> recommend a final remediation plan. <br /> i Background <br /> j The Disco site is located near the intersection of Myrtle Street and Filbert Street in Stockton, <br /> California (Figure 1-1). The Disco property and tanks are associated with a former gasoline <br /> station that was owned by Parmaceast from the mid-1960s to 1976. Del Monte purchased the <br /> Disco property from Parmaceast on April 1, 1976; however, Del Monte never operated or <br /> utilized the Disco tanks. <br /> j As directed by PHS/EHD in 1985, Del Monte removed the Disco tanks and discovered that a <br /> release of gasoline had occurred from the Disco tanks. At the time of removal, the Disco <br /> tanks contained water. Soil beneath the tanks was analyzed and found to contain gasoline <br /> constituents. Soil containing the gasoline constituents was aerated on-site to reduce levels to <br /> below 1,000 mg/kg of volatile hydrocarbons.
