After the Phase I RAP is implemented, performance monitoring will <br /> provide data that can be used to address additional monitoring and remediation of the <br /> groundwater plume beyond the near-source area. <br /> Phase 1-Remediation Plan <br /> The near-source remediation area is shown on Figure 4-2. The recommended Phase I <br /> remedial action combines groundwater extraction, sparging, in situ bioremediation, air <br /> stripping, and groundwater reinjection as shown on Figure 4-3. The conceptual design <br /> of this system includes three extraction wells producing about S gpm each, one sparging <br /> well, an air-stripping system including 2 towers in series, offgas GAC, and an infiltration <br /> gallery. <br /> The air stripper will be designed to treat off-gas with activated carbon according to the <br /> �. requirements of the San Joaquin Valley Unified 'Air Pollution Control District <br /> (SJVUAPCD). The sparging well will be equipped with a vapor recovery well to <br /> prevent migration of hydrocarbon vapors.to the surface. <br /> In situ bioremediation will initially consist of oxygen addition via the sparging well. If <br /> during system performance monitoring it is determined that nutrient addition (nitrogen <br /> and/or phosphorus) is necessary, modifications will be made to the groundwater <br /> reinjection system. <br /> Performance Monitoring <br /> System performance monitoring is necessary and required to ensure that the treatment <br /> system is operating as specified. Performance monitoring will include periodic <br /> monitoring of treated groundwater reinjection, air emissions, and in situ groundwater <br /> quality. <br /> Permits <br /> The Phase I system will require the following permits: <br /> Well permit from SJ PHS <br /> Waste discharge requirements from Central Valley Regional Water <br /> Quality Control Board (for groundwater reinjection) <br /> • Authority to construct and permit to operate from SJVUAPCD <br /> Obtaining the latter two permits will require engineering design and preparation of <br /> additional reports to submit with permit applications. <br /> SF0316041RP1007.51 4-9 <br />
