"F"Street <br /> Stockton, CA <br /> San Joaquin County Environmental Health Department(EHD)staff made an inspection at the <br /> above referenced site on October 26,2004, and found that a septic tank and a two-foot diameter <br /> seepage pit were in existence. According to San Joaquin County records this facility has public <br /> water, public sewers and public storm drains. Therefore,there should be no septic systems or <br /> seepage pits (dry wells)on the property. <br /> END staff contacted Mr. Bozzano, the operator of the facility at "Quality Packing &Shipping", <br /> who was not sure of the purpose of the septic tank and seepage pit. As the property owner, you <br /> are responsible for the existence of the septic tank and seepage pit. Enclosed is a map that <br /> shows the location of the septic tank and seepage pit on the property. <br /> EHD has implemented a Local Agency Groundwater Protection/Underground Injection Control <br /> (UIC)Program in accordance with guidelines prepared by the United States Environmental <br /> Protection Agency(USEPA). The primary focus of the program is to protect drinking water by <br /> identification and evaluation of subsurface disposal of waste fluids that may lead to the <br /> degradation of drinking water supplies. The septic tank and seepage pit at this property are <br /> considered shallow injection wells that may degrade groundwater by disposal of untreated waste <br /> to the subsurface. Therefore, EHD has placed this site on their list of UIC sites and it will remain <br /> an open case as long as the shallow injection wells exist(this list is shared with USEPA). <br /> Please submit to EHD a description of the construction of the septic tank and any leach lines or <br /> other means of subsurface disposal connected to it. Also provide the construction details for the <br /> seepage pit. The use of these shallow injection wells including the fluids placed in them must <br /> also be provided. Any reasons for continued use of these shallow injection wells should be <br /> provided since public sewers and public storm disposal exists for the site. Following review of the <br /> information submitted, EHD may require the septic system and seepage pit be properly destroyed <br /> and uses of them further investigated.
