Analysis <br /> Traffic/Circulation <br /> The Department of Public Works reviewed the project, as well as its potential impacts on existing Levels <br /> of Service for.roadway segments and intersections in the area, and determined that it would not result <br /> in significant, adverse traffic impacts. <br /> Facilities/Services <br /> The City of Lodi has a sewer line located on the north side of Harney Lane, less than 200 feet from the <br /> project site; however, Lodi has indicated that service will not be provided outside of the City. Because <br /> the City will not provide public wastewater disposal and because the proposed use is a new use rather <br /> than an expansion of an existing use, the golf driving range will be permitted to utilize an on-site septic <br /> system, subject to securing an approved soil suitability study. <br /> Section 9-1120.2(i) of the Development Title states that development projects using existing structures <br /> must be served by a public water system if there is such a system located within 200 feet of the nearest <br /> property line. Because the City will not provide public water and because the proposed use will take <br /> place within a new structure rather than an existing one, the golf driving range will be permitted to utilize <br /> an on-site water system, subject to meeting Public Health Services' well standards. <br /> Storm water runoff generated by the use will be retained on the site. A retention pond will not be required <br /> because the 12-acre project site is large enough to naturally percolate the storm water runoff that is <br /> generated by the project's impervious surfaces. <br /> Lig h� ting <br /> The applicant's proposal includes the installation of overhead lighting to permit nighttime operation of the <br /> driving range. Because the 12-acre project site is located in the middle of a 30-acre parcel and because <br /> the driving range is not aligned toward either Harney Lane or West Lane, the installation of overhead <br /> lighting is not expected to adversely affect surrounding property owners, adjacent land uses, or drivers <br /> on either of the two adjacent public roadways. The recommended Conditions of Approval, however, <br /> include the requirement that the lighting comply with the Development Title's Performance Standards for <br /> light and glare and that lighting details be included on the Improvement Plan. <br /> Neighborhood Compatibility <br /> One letter was received in response to the application referral for this project. The letter writers, who own <br /> the parcel directly south of the project site, stated that the driving range should be surrounded by a <br /> seven-foot-high fence to keep golf balls on the site and to prevent trespass onto their farm land.
