Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. UP-94-8 based on the Findings and subject to the <br /> Conditions of Approval recommended in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable <br /> plan adopted by the County. <br /> • This Finding can be made because the proposed use is consistent with the A/G <br /> (General Agriculture) designation of the General Plan. The proposed driving range <br /> presents no significant General Plan policy issues, and there are no Master or <br /> Special Purpose Plans affecting the site. The project is not affected by the Specific <br /> Road Plan for West Lane. <br /> 2. Adequate utilities,roadway improvements,sanitation,water supply,drainage,and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This Finding can be made because the portion of the project site proposed for <br /> development has public road frontage on Harney Lane and because all other services <br /> are already provided or will be installed as Ordinance Requirements in the Conditions <br /> of Approval. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This Finding can be made because the proposed project and site plan conform to all <br /> applicable Development Title regulations and requirements. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This Finding can be made because the Initial Study prepared for UP-94-8 found that <br /> the project would not result in any significant, adverse environmental impacts. <br /> The use is compatible with adjoining land uses. <br /> • This Finding can be made because the Initial Study prepared for the project found <br /> that it would not be incompatible with surrounding land uses. <br /> San Joaquin County UP-94-8/Fink <br /> Communitv Develcoment Page 7 <br />
