closing time to 10:00 p.m. on weeknight evenings and midnight on weekend evenings would make the <br /> hours of operation more consistent with existing commercial uses in the area and reduce the significance <br /> of the noise-related impacts. The possibility of reducing the hours of operation to mitigate this impact was <br /> discussed by staff with the applicants but dismissed by them as unacceptable. <br /> Crime <br /> The project's opponents have stated that the facility will adversely affect public safety in the area by <br /> introducing a use which will, in turn, lead to drugs, prostitution, loitering, vandalism, and other crimes. <br /> The Sheriff's Department, in its response to the application referral, stated that the nightclub has the <br /> potential to cause a significant increase in calls for service from the Sheriff's Department to the area. The <br /> memo described the following activities that could result in calls for service: noise and nuisance activities <br /> in the parking lot, drunken driving, prostitution, and drug use. Because activities outside of the building <br /> and in the parking lot can be mitigated by the security measures contained in the applicants' proposal <br /> and fencing requirements contained in the Development Title, the project is not expected to have a <br /> significant, adverse impact on criminal activities in the vicinity of the project site. The presence of <br /> approximately seven businesses that sell liquor within a one-quarter mile radius of the project site is not <br /> expected to result in alcohol-related crime problems at the proposed nightclub or in the vicinity because <br /> the applicants have included building and parking lot security personnel in the design of the project. If <br /> the project is approved, the operators will be required to collect an additional cover charge equal to the <br /> first cover charge from all patrons leaving the premises and reentering, further reducing alcohol-related <br /> crimes.
