r <br /> REASON FOR RECOMMENDATION: <br /> The Development Title presently contains no review standards or locational c.iteria relative to adult <br /> businesses. The proposed Adult Entertainment Ordinance would correct this by providing review <br /> standards, guidelines and locational criteria, as well as a clearer definition of the Adult Entertainment use <br /> type, and changes relative to the zones where Adult Entertainment is permitted. <br /> Sections 1 and 2: <br /> These changes would limit Adult Entertainment to the following zones: C-G, I-W, I-L, and I-G (General <br /> Commercial, Warehouse Industrial, Limited Industrial and General Industrial, respectively). The intent of <br /> these changes is to locate adult businesses in more intensive commercial and industrial areas,to minimize <br /> secondary side effects and impacts on other land uses such as residential. <br /> Section 3: <br /> This section would expand and clarify the definition of the Adult Entertainment use type. <br /> Section 4: <br /> This section would create a new chapter, 'Adult Entertainment', that contains review standards and <br /> guidelines, and locational criteria for adult businesses. The purpose of this new chapter is to provide <br /> specific guidelines for locating adult businesses, and development and performance standards to <br /> minimize impacts on neighboring land uses. This section also requires a minimum 500' setback from land <br /> uses such as churches, schools, parks, liquor stores and residences. Adult businesses would also be <br /> subject to other existing ordinance requirements for development such as parking, landscaping, noise, <br /> and placement of trash enclosures. This chapter also has criteria limiting the concentration of adult <br /> businesses. <br /> FISCAL IMPACT: <br /> To amend the Development Title requires considerable staff time as well as public hearings.
