M I N U T E S <br /> 2 . SITE APPROVAL APPLICATION NO. SA-95-42 OF JACK FETZER (C/O <br /> MAIN STAGE ENTERTAINMENT) for a cabaret-style nightclub in an <br /> existing commercial building. The nightclub will feature live <br /> entertainment, which will include nude dancing. Alcoholic <br /> beverages will not be served. The project site is located on <br /> the northeast corner of Waterloo Road and Auto Avenue, <br /> northeast Stockton (Supervisorial District 1) . <br /> Richard Larrouy, Associate Planner, introduced the staff report <br /> into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Ron Stein (5345 N. E1 Dorado, Stockton) , representing the <br /> applicant, said that in regard to the hours of operation, a number <br /> of bars across the street are open from 8 : 00 a.m. until 2 : 00 a.m. <br /> However, the applicant is willing to operate from 4 : 00 p.m. to 1: 00 <br /> a.m. during the week and from 4 : 00 p.m. to 2 : 00 a.m. during the <br /> weekends. They will put up a sound wall between the project site <br /> and the trailer park. This is a commercial area. It is not an <br /> issue of morality. They will have a metal detector at the door, <br /> and they will have security outside. They will have outdoor <br /> lighting. This area is different than Wilson Way, which has a lot <br /> of cheap hotels. They will own the building, and they will <br /> renovate it. They are willing to be reviewed in six months to see <br /> if there are any problems. <br /> Jeff Jarvis (1452 Love Way, Sacramento) , an engineering consultant, <br /> said he entertains his clients and on occasion takes them to these <br /> kind of clubs. He does not think the project will have a negative <br /> impact on the community. <br /> Tracy (8292 Valencia Drive, Huntington Beach) , representing a <br /> coalition of dancers in southern California, said she has been a <br /> dancer for eight years. She said that bars with alcohol have a lot <br /> more problems than juice bars. She has never had any problems in <br /> a juice bar. <br /> OPPONENTS: <br /> Reverend Lewis Stallworth, Jr. , (1050 S. Sullivan Street, Stockton) <br /> said they were here almost a year ago. They thought the issues had <br /> been settled. He thought they had a place to worship. They have <br /> a lease to purchase option with a down payment. The owner of the <br /> building has never been to any of these meetings. A nude juice bar <br /> will not be beneficial to this community. They are not from <br /> Stockton. This will draw people from surrounding cities. Response <br /> time from the Sheriff' s office is very slow in this area.
