The use is compatible with adjoining land uses. <br /> • The proposed Revisions do not change that this Finding can be made because the <br /> Initial Study prepared for the project found that it would not result in any significant, <br /> adverse land use conflicts with adjoining property. <br /> Crnndi;'^r..s <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT: <br /> a. This approval shall be to establish a church with accessory retail sales of used items for <br /> fund raising in an existing building. The maximum seating capacity of the church shall <br /> not exceed 135 people. Expansion beyond 135 people to a maximum of 250 people shall <br /> be allowed upon completion of the parking facility pursuant to the conditions as set forth <br /> in the Site Approval. There shall be no outside storage or sales permitted as part of this <br /> approval. <br /> b. Submit an application for a Commercial Building Permit, which shall include a Site Plan <br /> showing drainage, driveway access details, on-site parking, existing and proposed utility <br /> services, and grading. The site's drainage pattern and corresponding storm drain <br /> improvements shall be shown on the Site Plan. A plan check fee will be required <br /> (Development Title Section 9-884). The Site Plan shall be submitted by 5:00 p.m. on <br /> Monday, May 1, 1995. <br /> C. The Site Plan shall show all existing and proposed surfaces. All parking spaces, <br /> driveways, and maneuvering areas shall be surfaced and permanently maintained with <br /> base material of appropriate depth and asphalt concrete or Portland cement concrete to <br /> provide a durable, dust-free surface. Bumper guards shall be provided where necessary <br /> to protect adjacent structures or properties (Development Title Section 9-1015.5). <br /> Surfacing shall be installed in compliance with Condition 1.a. <br /> d. The approved use shall be screened from the adjacent residential use on the north side <br /> of the property either by a solid masonry wall six to seven feet in height or a landscaping <br /> area not lees than 25 feet wide along the north property line (Development Title Section <br /> 9-1022.4{f}). The wall shall be no higher than three feet within 20 feet of the west <br /> property line. A five-foot-wide planting strip shall be installed between the wall and the <br /> parking area (Development Title Section 9-1020.6). Screening details shall be consistent <br /> with Chapter 9-1022 of the Development Title, be included on the Site Plan, and be <br /> installed pursuant to Condition 1.a. <br /> e. The applicant shall submit a Business License application for the retail use by 5:00 p.m. <br /> on Monday, May 1, 1995. <br /> f. Any outdoor trash bins shall be kept in an enclosure with solid masonry walls on three <br /> sides and gated on the fourth side. Details shall be included on the Site Plan and be <br /> installed by March 10. 1997. <br /> g. Any security or parking lot lighting shall be installed according to the requirements of <br /> Section 9-1015.5{g} of the Development Title. All lighting shall be designed to confine <br /> direct rays to the premises.
