Weber Street, Third Floor <br /> Stockton, CA 95202 <br /> Subject: Workplan for Installation of Groundwater Monitoring Well at Smiths Canal Pump <br /> Plant, Fontana Avenue, Stockton; California <br /> I <br /> Dear Mr. Wong: <br /> ATC Associates Inc. has prepared this workplan, on behalf of the City of Stockton, for the <br /> performance of groundwater monitoring well installation activities at the above referenced site. <br /> The purpose of the well installation is to evaluate the lateral extent of petroleum impacted soil and <br /> groundwater in the vicinity of the former underground storage tank (UST), to the northeast of the <br /> existing groundwater monitoring well MW3. This work being done at the direction of San <br /> Joaquin County Environmental Health Department (SJCEHD). <br /> The scope of work includes obtaining permits, advancing one soil boring and collecting soil <br /> samples, installing one groundwater monitoring well, developing the well,,collecting groundwater <br /> samples, laboratory analysis of selected soil and groundwater samples, and preparing a summary <br /> report on the drilling and.sampling activities. The scope of work is described in detail in the <br /> following paragraphs. <br /> SITE LOCATION <br /> The site is located on the north side of Smith Canal and the west side of Fontana Avenue in <br /> Stockton, California, as shown on Figure 1. The location is primarily a commercial and industrial <br /> area. The site is currently occupied by the Smiths Canal Pump Plant. <br /> i <br /> BACKGROUND <br /> An estimated 1,100 gallons of diesel fuel was reportedly leaked from a 5,000-gallon fiberglass tank as a <br /> result of an inadvertent puncture.
