In a letter dated April 4, 2001 from the San <br /> Joaquin County Public Health Services/Environmental Health Department (PHS/EHD) and <br /> subsequent conversations with the PHS/EHD,.the request.for NFA was denied because: (1) the <br /> aerial extent of the diesel in groundwater was not defined, (2) documentation from a previous <br /> survey of offsite wells was not provided to the PHS/EHD, (3) calculations would need to be <br /> revised based on the results of the subsurface investigations; and (4) tables for the analytical <br /> results were required to be re-formatted to so that trends are more readily apparent. <br /> The extent of the diesel in groundwater has been defined as documented in this and other reports <br /> prepared by ATC: Summary Report, Suhsurface Investigation dated August .1, 2001 and <br /> Summary Report, Supplemental Suhsurface Investigation dated April 10, 2002. Documentation <br /> from ATC's offsite well survey is included in Attachment 3. Because the borings defined the <br /> extent of the diesel in soil, no further alterations to the diesel mass balance calculations were <br /> required. The table containing the analytical results for groundwater (Table 3) has been <br /> reformatted so that trends can be deduced from the data. <br /> ATC requests that the PHS/EHD grant NFA status for this site based on: (1) the aerial extent of <br /> diesel in the subsurface is defined and is declining, (2) removal of the diesel source (free product) <br /> appears to have been effective, (3) natural attenuation appears to be occurring at the site, and (4) <br /> all conditions previously set forth by the PHS/EHD for site closure have been achieved, as <br /> discussed above. <br /> Please contact our Modesto office at 209 579-2221 if you have any questions or comments. <br /> Respectfully submitted, <br /> ATC Associates Inc. <br />` John Sellman <br /> Staff Geologist .
