M <br /> 4M ASCANA W <br /> Mfr Working To Restore Nature <br /> INTERIM CORRECTIVE ACTION PLAN <br /> for <br /> G- <br /> Smith Canal Pumping Plant <br /> 2144 Fontana Avenue <br /> Stockton, California <br /> 1.0 INTRODUCTION <br /> F This report is being submitted at the request of San Joaquin County Public Health Services, w <br /> Environmental Health Division (PHSIEHD) to present alternatives for remediation of soil and <br /> groundwater contamination and to select an interim corrective action plan for the City of <br /> E <br /> Stockton (City) Smith Canal Pumping Plant located on Fontana Avenue in Stockton, California fy <br /> (Figure 1). The site was formerly occupied by a Waste Water Treatment Plant which <br /> maintained a 5,000-gallon underground (ulg) diesel storage tank for use by auxiliary power <br /> Jgenerators (Figure 2). <br /> - <br /> i]r <br /> €€,r ff3 2.0 BACKGROUND kf' <br /> An estimated 1,100-gallons of diesel fuel was reportedly leaked from the above referenced <br /> 5,000-gallon fiberglass tank as a result of an inadvertent puncture. The tank was repaired and <br /> returned to active service. <br /> f._ In May 1988, Ensco Environmental performed a limited investigation, advancing a single soil <br /> boring (13-1) beneath the northern (fill) side of the tank to a maximum depth of approximately <br /> E"I 17 feet below grade. A soil sample collected from this boring at 17-17.5 feet below ground <br /> surface recorded 130 parts per million (ppm) total petroleum hydrocarbons as diesel (TPHd). <br /> r Results of soil sample analyses are summarized in Table 1. As a result of this initial <br /> Er investigation, the PHSIEHD required further assessment of the extent of contamination at the <br /> subject site. <br /> rs <br /> Phase I of a subsurface investigation was conducted in October 1989 by WaterWork Corp. Six <br /> !r=� sail borings (SB-1, S13-2, MW-1, MW-2, MW-3, MW-4) were drilled at the subject site to <br /> depths ranging from 16 to 36 feet below grade. Four of these borings were completed as two- <br /> inch diameter groundwater monitoring wells (MW-1, MW-2, MW-3, MW-4).
