Fourth St.
Ripon, CA 95366
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has
requested concurrence from the Central Valley Regional Water Quality Control Board on our
determination that"no further action is required"for the above referenced site. This is to notify
you that Section 25297.15 (a) has been added to Chapter 6.7 of the Health and Safety Code.
This section includes a requirement that PHS/EHD (local agency) not issue a closure letter, or
make a determination that no further action is required with respect to"hazardous substance'
underground storage tank release sites unless all current record owner of fee title to the site have
been notified of the proposed action by the primary or active responsible party.
Please provide PHS/EHD certification in writing that all record fee title owners have been notified
of your request for closure. Submit a list of all the record fee title owners with their mailing
addresses to PHS/EHD so they can be notified of our intent to issue a closure letter. If you are
the sole property owner, provide a statement of that fact to PHS/EHD, to fulfil this requirement.
Submit this information as soon as possible so that the closure (no further action requried)
process is not delayed by this new requirement.
In addition, the underground storage tank (UST) tracking records documenting proper disposal of
the USTs and the rinseate manifests documenting proper disposal of the UST rinseate must be
submitted to PHS/EHD.
